HEATHER R. BURBACH,ESQ.** is BLC's principal Attorney
in our Rhode Island office. Heather was raised in Southern Oregon, where
her parents still reside. She graduated from Roseburg High School in 1993.
She attended Southern Oregon State College (now, Southern Oregon
University) and received a bachelors degree in Communication before
attending Indiana University School of Law. She received her J.D., with honors,
in 2000. Heather began her career with a small firm in the Columbia River Gorge,
Oregon, where she focused on criminal, juvenile, and mental health law. During her
time there, she was involved in the founding of several alternative courts,
including “youth court” and two drug courts. Heather moved to Portland, Oregon in
2006 to accept a position with the Juvenile Rights Project (now, Youth Rights and
Justice). There she specialized in Juvenile delinquency and dependency law,
working especially with low income populations. While at the Juvenile Rights
Project, she had the opportunity to present to the “Model Courts” program, work
with the Oregon Legislature on pending bills, and to work with some of the
preeminent experts in the state on disabilities and youth justice.
Heather lives in Rhode Island her husband and three cats.
