KRISTIE KELLYis BLC's Public Outreach
Coordinator and Educational Advocacy Director. Kristie is a graduate of Southern Connecticut State University with a Bachelors
degree in Corporate Communications. Kristie also attended Central Connecticut State University where she received certification as
a paralegal.  Kristie has over 10 years experience advocating for the educational rights of children in the public school system.

Kristie is a member of the National Autism Association and she is an active volunteer for the Food Allergy and Anaphylactic Network.
In 2011, Kristie received a special acknowledgment in Attorney Robert M. Singers most recently published book, Library of
Connecticut Collection Law Forms, Incisive Media, 2009, for her aid and support.

BEATRIZ RODRIGUEZ

BEATRIZ RODRIGUEZ is BLC's Executive Administrator and Centers Manager.
Ms. Rodriguez is currently attending Gateway Community College in New Haven
Connecticut working towards her major of human services. Ms. Rodriguez has strong
ties in her community and is an active volunteer.
CHRIS HAYES, J.D.
CHRIS HAYES is BLC's Educational Advocacy Resource and
Training Coordinator and a principal Educational Advocate. Chris is a
native New Englander growing up in Trumbull, Connecticut. He
attended St. Joseph High School in Trumbull before graduating in 2002
and attending Nichols College in Dudley, Massachusetts where he
received an Associate degree in General Business/Criminal Justice
Management, and Southern Connecticut State University in New Haven
Connecticut where he received Bachelor’s degree in Political Science.

Chris then went on to receive his Juris Doctorate from Southern New
England School of Law (now UMASS Law School) in South Dartmouth,
Massachusetts in 2010. While as a law student, Chris worked as an Assistant Clerk in Connecticut Superior Courts. Chris has worked
as a legal research/assistant law librarian for 5 years for the University of Massachusetts School of Law.  In addition, Chris also
worked as paralegal/debt collections specialists for the Law Firm of Thomas Kalperis International in Falmouth, Massachusetts until
his graduation from law school.

During his years in law school Chris was involved in nonprofit work through the University of Massachusetts Non-Profit Clinic and as
an acting Fundraising Chair of the Delta Theta Phi Law Fraternity.

Chris has been with Barrington Law Centers for two years.

EILEEN F. JENETOPULOS is a specially trained,
knowledgeable and skilled professional BLC Educational Advocate.
Eileen graduated from Southern Connecticut State University (SCSU)
in 1991 with a Bachelor’s degree in Sociology and then went on to
graduate from Western New England School of Law in 1991 with her
Juris Doctorate. Eileen has spent over 20 years in the practice of law
with focus and attention to the many various aspects of Family legal
issues. In 2008, Eileen committed her experiences and interests in
child-centered matters, with particular emphasis on educationally
related issues, and dedicated her work to advocating for the rights
of disabled children. Eileen is an experienced specially appointed Connecticut State Department of Education educational
Surrogate Parent, in accordance with federal and state laws, to ensure the delivery of a free and appropriate public education to
children who are wards of the state and she also maintains her licensure as a attorney in Connecticut.
CAROLYN PARKINSON is a specially trained, knowledgeable and
skilled professional BLC Educational Advocate. Carolyn began her college studies
at Temple University, Philadelphia, PA, studying TV/ Radio Communications and
then completed her studies at Albertus Magnus College, New Haven CT in 1980
with a Bachelor’s degree in Drama. Shortly thereafter, Carolyn began working as a
Drama teacher for the Follow Through Magnet School in New Haven, CT.  In 1983,
Carolyn, earned her Special Education Certificate from Southern Connecticut
State University (SCSU).  She worked two years (1983-1985) at Durham Hill School
with teens and young adults in Durham CT before beginning a 21 year career as a
committed and compassionate special education teacher in Bridgeport, CT.
During this time Carolyn furthered her studies earning her Masters and her Sixth-
Year Classroom Teacher Specialist degrees in Special Education at SCSU while
working full time at Black Rock School in Bridgeport, CT and later transferring to
Longfellow School in Bridgeport, CT. Carolyn maintains her Connecticut State
Department of Education teaching certifications and is a member of NEA and
NAMI. Carolyn is also an experienced specially appointed Connecticut State
Department of Education educational Surrogate Parent, in accordance with
federal and state laws, to ensure the delivery of a free and appropriate public
education to children who are wards of the state.

MARY ELLEN RICCIO is a specially trained, knowledgeable and
skilled professional BLC Educational Advocate. Mary Ellen is a three time
graduate of Southern Connecticut State University (SCSU) earning her Bachelor’
s of Science degree in 1972, her Master’s degree in Elementary Education in
1975 and her Sixth-Year Classroom Teacher Specialist degree in 2000. As a
result of over 30 years experience teaching children, Mary Ellen has a
sophisticated and distinct ability to assess and evaluate curriculum content
instructional approaches and plans using wide varieties of teaching designs,
models, aids, interventions and strategies to suggest better practices for
engaging student participation in active learning. Mary Ellen maintains her
Connecticut State Department of Education teaching certifications and is also
an experienced specially appointed Connecticut State Department of Education
educational Surrogate Parent, in accordance with federal and state laws, to
ensure the delivery of a free and appropriate public education to children who
are wards of the state.
DIANE WILLCUTTS is ‘featured’ by BLC as an exceptionally skilled
and reputable educational advocate. Diane’s years of independent professional
education and experience result in her extraordinary ability to advocate for the
needs of the children and families she serves by utilizing her uniquely
developed methodological approaches to strategic and analytic thinking, clear
communication, and civility. Diane, having worked with hundreds of families and
school teams in over 40 districts, is also particularly experiencedin a wide range
of abilities and disabilities, instructional practices and methodologies, related services and accommodations.

Diane’s previous professional experience includes work in research and program development through the University of
Connecticut’s Department of Psychology.  Both there and at Rutgers University, she taught courses in statistics and research
design, providing her with a practical foundation for understanding and interpreting education research that describes methods
of assessment or instruction.  Diane has facilitated focus groups, developed user-friendly education manuals, implemented and
monitored education programs, presented at national and international conferences, and co-authored articles published in peer-
reviewed journals.

Diane previously served as president of the Learning Disabilities Association of Connecticut (LDA) and as a board member of the
Council of Parent Attorneys and Advocates (COPAA).  She is currently a member of COPAA, the Autism Spectrum Resource Center,
CTFEAT, LDA, Smart Kids with Learning Disabilities, and the International Dyslexia Association.
